Split admin content site for backend and frontend

Updated by - Target version changed from 7.12.0 to 7.13.0
Because the new frontend OpenAtlas Discovery might take a different approach for content (using .md files instead of information entered into the backend) this might not be needed anymore.
Instead we most probably will remove the content functionality for frontends in the backend.
However, we still would have to adapt frontends still using the former system, so postponing this issue until the situation with the new frontend is clearer.
